Overview of the NEPA Environmental review process used by the City of St. Louis' Development Agencies

As a recipient of Federal funds from the U.S. Dept. of Housing & Urban Development (HUD), the Community Development Administration (CDA) of the City of St. Louis, through the City's Planning & Urban Design Agency (PDA), performs reviews for environmental impact of all its program activities, on a site-by-site basis.

As part of the review process, an Environmental Review Record (ERR) has been maintained, providing relevant information for project review, design and planning purposes.

CDA is the agency of the City of St. Louis that administers Federal Community Development Block Grant (CDBG) Funds and other funds received annually from the U.S. Department of Housing & Urban Development (HUD).


Pursuant to 24 CFR Part 58, Environmental Review Procedures for Entities Assuming HUD Environmental Review Responsibility, all Federally-assisted program activities are reviewed by PDA, on a site-by-site basis, for their impact to and from the surrounding environment. Activities are reviewed using a checklist, containing various impact categories.

A cumulative record of these reviews is maintained at PDA, and available for public inspection. These reviews are part of the ERR. Based on information contained in the review, project activity is determined either 1. to have no significantly adverse impact on the environment, and be eligible for Federal funding, or 2. to have a significantly adverse impact, which requires mitigation (corrective action) prior to,or as part of, being eligible for Federal funding.
