Overview
Individual Personal Property Declarations are mailed in January.
All City of St. Louis taxpayers with tangible property are mandated by State law to file a list of all taxable tangible personal property by April 1st of each year with the Assessor's Office. The assessment is made as of January 1 for the current year's tax and is predicated on 33 1/3% of true value.
Online declarations are available no later than the last day of January through April 1 of the same year. Declarations may be filed in person or by mail after the deadline. Penalties will apply to declarations filed after the April 1 deadline.
Instructions
There are several methods to file a declaration of personal property:
By Mail
- Review and updated the Tangible Personal Property Tax Return form mailed to you.
- Note changes of name or address if any occurred
- Sign and date the form and include day time phone number

Return the updated and signed form using the self-addressed stamped envelop that was included in your mailing. If lost, mail to:

To obtain a receipt as proof that a declaration was filed, enclose a self-addressed stamped envelop.
In-Person
- Complete the Tangible Personal Property Tax Return form mailed to you and update as needed,

If a form was not mailed to you or you do not have the mailed form download the appropriate blank form(s) - individual or business and update as needed. - Bring the forms in person to:

- If you don't have the forms, tell the staff what you want to do and they will help you get what you need to file.
Online
Online declarations are available no later than the last day of January through April 1 of the same year.
Begin to declare your personal property using the "Begin Online" button and enter:
- Your Account Number
- Your PIN.

Fees
There are no fees associated with filing a declaration of personal property.
What to Expect
- When filed by April 1st there will be no penalty.
- Updated tangible personal property records.
- A 10 % assessment penalty will be added to the assessment bill when declaration is submitted after April 1st.
Additional Information
Appeals from assessed valuations on tangible personal property maybe made to the Board of Equalization.
Request for an appeal must be made by the taxpayer, in writing, on or before the second Monday in July.
