Overview

An Ordinance for the creation of a disconnected youth task force to study the obstacles to education and employment to disconnected youth in the City of St. Louis, and requiring said task force to compile a report of their findings and recommendations to be submitted to the Mayor and a Board of Aldermen standing committee to be designated by the President of the Board of Aldermen, within one year following the first meeting of the task force.

SECTION ONE. DEFINITIONS

For the purposes of this Ordinance, the term “disconnected youth” shall mean persons between the ages of sixteen (16) and twenty-four (24) years old who are not enrolled or not attending school and are unemployed.

Board Duties and Purpose

SECTION TWO. DISCONNECTED YOUTH TASK FORCE

A. There is hereby established a Disconnected Youth Task Force whose purpose is to examine the obstacles to education and employment for disconnected youth, and to prepare a report, as more specifically detailed in Section Three of this Ordinance, that shall be submitted to the Mayor and the Aldermanic standing committee to be designated by the President of the Board of Aldermen.

Member Requirements

B. Members of the Task Force shall serve without compensation.

C. The Task Force shall be comprised of eleven (11) members, who shall be and include:

1. The Mayor or his or her designee;

2. The Director of the City of St. Louis Department of Human Services, or his or her designee;

3. The Director of the City of St. Louis Department of Health, or his or her designee;

4. The Director of the City of St. Louis Department of Public Safety, or his or her designee;

5. The St. Louis Agency on Training and Employment (SLATE) Director of Workforce Development or his or her designee;

6. Superintendent of St. Louis Public Schools, or his or her designee;

7. The President of the Board of Aldermen, or his or her designee;

8. A member to be appointed by the President of the Board of Aldermen, who is a registered voter in the City of St. Louis;

9. A member to be appointed by the Mayor, who is a registered voter in the City of St. Louis;

10. Two members who are youth leaders between the ages of sixteen (16) and twenty-four (24) years, to be nominated by the President of the Board of Aldermen and approved by majority vote of the Board of Aldermen.
